2. JOB PURPOSE

The individual will carry out research in areas relevant to improving the quality and value of education including issues related to the overall vision, mission and mandate of the agency and unit and as directed by the program director and the chief researcher.

3DUTIES & Responsibilities

  1. Design, plan and conduct applied research and analysis.
  2. Collaborate and coordinate the implementation of research activities.
  3. Conduct extensive field studies using advanced research methods under limited supervision either as a member of a team or, where appropriate, independently.
  4. Identify research themes and write research project proposals and monitor and evaluate research activities.
  5. Write and publish research articles, and disseminate them through lectures, workshops and presentations.
  6. Assist the chief researcher and the deputy chief researcher in conceptualizing and designing research projects of national and regional importance.

vii.  Prepare materials for internal and external communications such as meetings, conferences and reports.

viii.Collaborate and work closely with the chief researcher, deputy chief researcher, researchers and research assistants and administrative staff.

  1. Maintain a resource library and ensure communication of information on research funding opportunities to research staff.

4. KNOWLEDGE AND SKILLS REQUIREMENT

(Minimum requirement for performance of work described – Level of Knowledge, Skill and Ability)

4.1 Education: Masters Degree in a relevant field.

4.2 Training: Significant training in research methodology

4.3 Length and type of practical experience required: Minimum of 8 years of experience as researcher or equivalent experience.

4.4 Knowledge of language(s) and other specialized requirements: Should be fluent in English and proficient in Dzongkha, both written and verbal.

5COMPLEXITY OF WORK

The individual should possess excellent organizational and communication skills and the intellectual and creative curiosity to explore new horizons on a variety of issues and ideas. He/she should have the ability to design and conduct complex research studies, critically interpret and analyze research studies, statistical outputs and research findings. The individual must display maturity and be able to work well independently, with little or no supervision and  carry out research studies, literature review and search for sources online or otherwise, to develop new research proposals.

He/she must also be able to review completed research work, research performance, judge the relevance and completeness of assigned projects and research proposals.

6. WORK RELATIONSHIPS

The incumbent has to coordinate with researchers of the unit and the agency and other researchers in and staff in other institutions (government agencies including dzongkhag offices and their sector officers, non-government agencies and bilateral and multilateral international organizations in the country, local people and office post holders at the dzongkhag and gewog level); he/she must also plan and manage research projects as assigned by the chief researcher.

7. SUPERVISION OVER OTHERS

Supervision is normally assigned over researchers and their subordinates.

8. JOB ENVIRONMENT

The individual will be spending considerable time, reading and working in the office. He/she will be subject to the rigors and pressures of researching, writing and publishing, as well as those associated with tight deadlines and schedules, which could often entail overtime work.

While some of the work is office based, the individual may have to travel to remote areas, live among the people of study, learn their languages, and stay for long periods at the site of their investigations, and have to work under rugged conditions, which could all involve strenuous physical exertion. The job will also involve travel for monitoring research projects, attending seminars, workshops and meetings.
