2. JOB PURPOSE

The individual must be an experienced researcher, with a deep understanding of key education issues, who will coordinate multiple projects related to improving the quality and value of education, conceptualize and undertake research projects, conduct research and policy analysis, implement research projects, review, monitor and evaluate research projects, provide research support and supervise and guide other researchers.

3. Duties & Responsibilities

  1. Conceptualize, design and undertake original research projects.
  2. Conduct innovative research and policy analysis, writing and advising.
  3. Plan, coordinate and supervise research projects.
  4. Provide research guidance and support to research staff and implement research projects in conjunction with other research staff.
  5. Prepare and implement guidelines concerning research methodology, analysis and evaluation of research programs.
  6. Review, monitor and evaluate research plans and designs, reports and implementation for their relevance, cost effectiveness and usefulness.

vii.  Assist the program director in the preparation of applications for grants, contracts and cooperative agreements.

viii.Monitor and coordinate implementation of research projects with other chief researchers.

  1. Produce academic and professional journals and books.
  2. Plan research review and workshops on research projects carried out, in collaboration with other stakeholders.
  3. Competently lead issue focused meetings, conferences, seminars, workshops, retreats and other events.

xii.  Collaborate and work closely with the program director, deputy chief researcher, senior researchers, researchers and research assistants and administrative staff.

xiii.Interact and ensure effective linkage with other researchers from other organizations and agencies, the wider policy community and the media.

xiv.Foster linkages with other national, regional research centers and international Institutions.

4. KNOWLEDGE AND SKILLS REQUIREMENT

(Minimum requirement for performance of work described – Level of Education, Knowledge, Skill and Ability)

4.1  Education: Masters degree in a relevant field is preferred.

4.2  Training: Significant training in research methodology and policy-related studies.

4.3  Length and type of practical experience required: Minimum of 12 years of relevant experience.

4.4  Knowledge of language(s) and other specialized requirements: Should be fluent in English and proficient in Dzongkha, both written and verbal.

5. COMPLEXITY OF WORK

  1. Must possess leadership qualities, high analytical skills, supervisory ability and the ability to exercise good judgment and initiative.
  2. Must possess excellent organizational and communication skills and must display maturity and work well with little or no supervision.
  3. Must possess intellectual and creative curiosity to explore new horizons on a variety of issues and ideas.
  4. Must possess a proven ability to conduct original policy research and analysis.
  5. Must have the ability to critically interpret and analyze research design, statistical outputs and research findings.
  6. Must be proficient at developing and following research methodology and protocol and deliver effective presentations.

vii.  Must be able to select independent course of action and resolution to the problems within the framework of broad research policies and strategies.

viii.Must be innovative, creative, proactive and visionary.

  1. Must be able to supervise and train other researchers and foster a cooperative work environment.

6. SUPERVISION OVER OTHERS

The individual must supervise, advise and guide the work of the deputy chief researchers, senior researchers, researchers and assistant researchers.

7. JOB ENVIRONMENT

The individual will be spending considerable time, reading and working in the office. He/she will be subject to the rigors and pressures of researching, writing and publishing, as well as those associated with tight deadlines and schedules, which could often entail overtime work.

While most of the work is supervisory in nature and office based, the individual may have to travel extensively and have to work under demanding conditions. The job will also involve travel for monitoring research projects, attending seminars, workshops and meetings.
