    2. JOB PURPOSE

      The individual must carry out policy relevant work, including innovative research, writing, advising and interacting with other researchers. He/she is expected to conduct research and policy analysis, as well as coordinate and provide technical guidance on planning and reviewing complex and multiple research projects and monitor and evaluate field-related research activities. He/she has to be proactive and innovative and foster linkages with other stakeholders to address emerging issues in research planning and management.

      Under the supervision of the chief researcher, the individual must assess the requirements for physical, human and financial resources and plan/facilitate for effective utilization by the research systems.

      3. DUTIES & Responsibilities

        1. Develop and implement strategic plans for the unit, give feed back and assist the chief researcher in conceptualizing and designing research projects.
        2. Carry out policy relevant work, including innovative research, writing, advising and interacting with other researchers.
        3. Provide technical and administrative guidance to the research system by being proactive, innovative, and responsive to emerging issues in research planning and management.
        4. Develop and implement an effective system for research program planning, monitoring and evaluation.
        5. Coordinate, supervise and provide guidance on planning complex and multiple research projects.
        6. Review the research plans and designs and reports for their relevance, cost effectiveness and usefulness.

        vii.  Assist the chief researcher in assessing the need for human, physical and financial resources and draw up a plan for effective utilization of resources.

        viii.Collaborate and work closely with the chief researcher, senior researchers, researchers and research assistants and administrative staff.

        1. Prepare materials for internal and external communications such as meetings, conferences and reports.
        2. Foster linkages with extension, other regional research centers and international institutions.
        3. Any others as assigned.

        4KNOWLEDGE AND SKILLS REQUIREMENT

          (Minimum requirement for performance of work described – Level of Knowledge, Skill and Ability)

          4.1 Education: Masters Degree in a relevant field.

          4.2 Training: Significant training and experience in research methodology and administration & management programs.

          4.3 Length and type of practical experience required: Minimum of 10 years of relevant experience.

          4.4 Knowledge of language(s) and other specialized requirements: Should be fluent in English and proficient in Dzongkha, both written and verbal.

          5COMPLEXITY OF WORK

            The individual must possess leadership qualities, analytical skills, supervisory ability and have excellent organizational and communication skills. He/she must display maturity and work well with little or no supervision and have the ability to exercise good judgment and initiative.

            The individual should also possess intellectual and creative curiosity to explore new horizons on a variety of issues and ideas and have the ability to design, conduct, supervise monitor and evaluate research projects and studies, critically interpret and analyze research design, statistical outputs and research findings.

            6. WORK RELATIONSHIPS

              He/she has to supervise and coordinate with research officers of the unit as well as with other research officers in other units within the agency as well as with those in other relevant research centers and other officers involved in planning and management of research programs.

              The work also involves research, review and planning of workshops, involving both the staff of all relevant government and non-government agencies, conducted periodically to review the progress, disseminate the results and identify problems and priorities of research programs and activities.

              7. SUPERVISION OVER OTHERS

                Supervision is assigned over senior researchers, researchers and assistant researchers and their subordinates.

                8. JOB ENVIRONMENT

                  The individual will be spending considerable time, reading and working in the office. He/she will be subject to the rigors and pressures of researching, writing and publishing, as well as those associated with tight deadlines and schedules, which could often entail overtime work.

                  While some of the work maybe supervisory in nature and office based, the individual may have to travel to remote areas, live among the people of study, learn their languages, and stay for long periods at the site of their investigations, and have to work under rugged conditions, which could all involve strenuous physical exertion. The job will also involve travel for monitoring research projects, attending seminars, workshops and meetings.
